Usually a deck at door level with wide steps down to a patio. A raised patio with retaining walls is possible but rarely cheaper.
Does it matter which county my house is in?

Recreational fires are generally allowed with distance limits and burn-ban exceptions; a gas fire pit avoids the restrictions.
